"Understood," Rumlow said, ending the call.

He turned to Rex, the Cobra Commander, who was kneeling on the ground in front of him, clad in a metallic mask.

Rumlow eyes were cold and unyielding.

They stood on a desolate beach, surrounded by overturned vehicles, scattered shell casings, and scorched craters left by explosions.

The bodies of Rex soldiers, clad in advanced combat gear, lay scattered along the shore, some being dragged away by the rolling waves.

"Rumlow… what are you going to do?"

"No!" Rex screamed, his voice filled with desperation and terror.

Rex struggled desperately, his face full of despair. "Cobra is still useful! I am Cobra commander! You can't do this to me!"

"Ha… ha… ha…"

Within moments, Rex began rolling his eyes. His mind drifted as if he were floating in paradise.

"Take him back to headquarters," Rumlow ordered coldly. "And keep an eye on him—don't let him overdose and kill himself."

"Yes, sir!"

His subordinates shackled the convulsing Rex and hauled him into a waiting vehicle.

Two hours later, the convoy entered Washington, D.C., arriving at S.H.I.E.L.D. headquarters.

The lights at headquarters still burned brightly.

Rumlow took the elevator and stopped outside the office of Secretary Alexander Pierce. He knocked and entered to face Pierce.

"All taken care of?" Pierce asked, his tone even.

"Yes," Rumlow confirmed with a nod.

"Lock Rex in the highest-security cell," Pierce instructed. "The meeting is about to begin, and we'll need him soon enough."

Pierce rose and headed toward the conference room.

The meeting was convened by S.H.I.E.L.D. Director Nick Fury.

Batman, leading three members of the Justice League, had thwarted a terror plot.

"However, S.H.I.E.L.D. cannot afford to let its guard down."

Fury face darkened. "This was a colossal failure on our part. Such a dangerous operation, and we had no intelligence beforehand.

MARS aircraft carrying nanobot warheads flew through our skies, completely undetected. This is a glaring failure on S.H.I.E.L.D. part!"

"Nick, I need to interject."

Pierce spoke up suddenly. "Regarding the Cobra organization, S.H.I.E.L.D. has been monitoring them for some time."

"Pierce, you know that not what I mean," Fury replied, cutting him off.

"Yes, Cobra has long been on our radar as a terrorist organization, but I'm referring to this particular operation targeting New York.

We were in the dark from start to finish. That shouldn't have happened."

"You're right," Pierce said with a nod. "I agree with your assessment."

"So, we need to make changes."

Fury tone grew heavier. "S.H.I.E.L.D. needs new resources to help us address crises like these more effectively."

The room fell silent.

Though Fury was nominally at the helm of S.H.I.E.L.D., the organization was subject to the directives of the World Security Council, and internal factions often voiced differing opinions.

"How do you propose we proceed?" Pierce finally asked, breaking the silence with a faint smile.

"We form a special operations team," Fury said decisively.

"What? You captured Rex?" Fury was visibly surprised.

"Indeed," Pierce replied with a faint smile. "Rumlow has already brought him back to S.H.I.E.L.D. I thought you might want to meet him."

The room fell into a stunned silence as the assembled agents exchanged glances.

Fury and Pierce stood before a heavily guarded cell, staring at a dazed and expressionless Rex. Fury face darkened.

"No need to thank us," Pierce replied smoothly.

Fury fixed Rumlow with a pointed look. "Rumlow, don't let me or Pierce down."

After Fury left, Pierce placed a firm hand on Rumlow shoulder, his tone laden with implication. "Don't let me down."

"I'll do whatever it takes," Rumlow responded, saluting sharply.

Nick Fury returned to his office after parting ways with Pierce.

There, he was greeted by Coulson.

"In other words, Batman is refusing to communicate with S.H.I.E.L.D.…" Fury face darkened, and he said with certainty, "So it really is Hydra stirring things up."

He wasn't naive.

Cobra wouldn't suddenly hatch a plan to destroy New York with nanite warheads without external influence.
