Hell.
An old man sat in the shadows, engrossed in forbidden research. That man was Dr. Gero, the same scientist who had once been destroyed by his own creations, Androids 17 and 18.
He harbored a deep hatred for those so-called "failures."
To his shock, the ultimate android Cell, whom he had secretly designed in the shadows, had used a time machine to absorb those two "failures" and reach his perfect form.
Dr. Gero flipped open a tattered notebook filled with densely scribbled calculations and observations. When he later discovered that Cell had been killed by Son Gohan and Vegeta, the blow to his pride was unbearable.
And so, seven years ago, from the depths of Hell itself, Dr. Gero resumed his experiments, this time with one singular purpose: to make Cell stronger than ever before.
Just then, a green figure limped into view, face twisted in fury, rubbing at wounds that refused to fade.
It was Cell.
"Damn it! Damn you, Son Goku!" He snarled.
His rage was palpable. But in this cursed place, Hell, there was no coming back from the brink of death, no Zenkai Boosts from Saiyan or Namekian DNA. Cell had already died once. That power was forever out of reach.
Even though he trained constantly, it was useless. Everyone here was just a soul, without a physical body; no amount of training could bring real progress. Compared to the likes of Son Goku and Piccolo, who remained inexplicably spirited and strong even in the afterlife, Cell found himself slipping further and further behind.
"This is the thousandth time you've thrown a tantrum, Cell," Dr. Gero said, his tone like that of a weary but patient father.
Cell sneered but said nothing. When he'd first arrived in Hell, he could at least go toe-to-toe with Goku. Now? That gap had widened into a chasm.
"Hmph! If this wasn't Hell, I would've crushed Son Goku by now!"
A cold gleam flickered in Dr. Gero's eyes. He flipped to a bookmarked page in his notebook, gave a bitter little laugh, and muttered under his breath: "If this wasn't Hell... heh..."

In a place that looked like a paradise in Hell.
In a bright and cheerful garden filled with laughter, a flock of winged fairies danced in circles, singing in high-pitched voices.
They twirled and floated around a towering tree. From one of its thick branches hung a glowing, white cocoon.
Suddenly, the cocoon trembled violently.
Inside, Frieza ground his teeth in fury.
"That idiot Cell! Defeated by Son Goku again?!"
Every time the fairies sang and laughed, Frieza knew exactly what it meant: another riot in Hell had been suppressed.
Nearby, another cocoon hung from a neighboring tree.
"Scram! Get out of my sight!" came Cooler's furious roar as he twisted and thrashed within his cocoon, like a worm trying to escape a net.
Not far from him, a much larger cocoon swayed gently from a thick branch.
King Cold glared out from within, his face twisted with hatred as he hissed, "Son Goku... This is all your fault...!"
The garden may have looked like paradise to others, but to this father and his two sons, it was pure torment.
They cursed day and night, Frieza and King Cold spitting venom at Son Goku, while Cooler directed his fury solely at Vegeta.

King Yama's Palace.
Having just put down yet another disturbance in the underworld, Son Goku and Piccolo stood before the great desk of King Yama, calmly delivering their report.
"Thanks a ton, Goku! Piccolo! It's always you two cleaning up the mess down here."
King Yama let out a sigh of relief, his expression visibly softening. Over the years, without Son Goku and Piccolo stepping in, the afterlife might've descended into complete chaos.
Son Goku rubbed the back of his head and gave his usual carefree grin.
"Don't sweat it, King Yama! Piccolo and I were itching for a good fight anyway. Right, Piccolo?"
But when Goku turned to him, Piccolo wasn't paying attention. His gaze was locked on the never-ending line of souls stretching beyond the gates.
As always, Piccolo's instincts were razor-sharp. Something was off.
"King Yama,"Hhe said, narrowing his eyes, "Why are there so many souls arriving today?"
King Yama's expression darkened. The sheer volume of deaths today had already raised alarms in his mind.
"You're right," King Yama replied grimly. "The number is far higher than normal. And according to our records, they were all killed… by someone on Earth."
That line hit both Goku and Piccolo hard. They knew full well that someone terrifying was currently on Earth.
"Wait… It's not Broly, is it?!" Goku asked, stunned.
Suddenly, a voice rang directly in Goku's mind, it was King Kai's urgent telepathy: [Goku!! Something terrible has happened!!]
"King Kai?!" Goku's voice tightened. "What's going on?"
King Kai's voice quivered: [Earth… Earth is in serious danger! Something worse than before!]
Piccolo and Goku both stiffened, their expressions grave.
"Is it Broly again?! Has he gone berserk?!" Goku demanded.
But King Kai's usually steady voice now faltered:
[No... it's even stranger than that. A new threat has appeared. A creature with only its lower half body had leveled an entire city.]
Goku's face hardened. "Got it!"
[Have King Yama call Fortuneteller Baba right away! I'm not sure Gohan and Trunks can handle this alone. You've got to return to Earth, fast!]
Piccolo's eyes sharpened. He noticed only Gohan and Trunks were mentioned, so he asked quickly: "What about Vegeta, King Kai?"
There was a pause, too long.
[That's the problem... Vegeta's still trapped inside the Hyperbolic Time Chamber. Whether he can get out in time, or at all, is a big unknown.]
"What?!" Piccolo's body tensed, a bead of cold sweat running down his temple. He turned to King Yama without hesitation.
"King Yama! Please get in touch with Fortuneteller Baba right away! We need Goku back on Earth, just for one day!"
But before King Yama could respond, a deafening roar erupted from the deepest parts of Hell.
Everyone turned instantly toward the source of the sound.
In the next instant, a mass of strange clouds, like twisted candy floss, burst out of the ground, spreading in every direction. Goku and Piccolo sprang into action, launching into the air and bursting out of King Yama's palace in an instant.
But they weren't fast enough.
The clouds weren't candy at all, they were a bizarre form of energy barrier, and within seconds, the entire palace was sealed inside.
Then, a grotesque figure emerged, a round, bloated monster riddled with holes, huge floppy ears flapping as it hovered in the air.
The creature grinned wide and bellowed in a childlike voice: "Janemba! Janemba!"
