The Celestial Republic.
Sylas had quite some… experience with this government. But interestingly enough, he knew very little about how they functioned or how they went about their business.
What was clear and obvious, though, was that he happened to be at the very top of their kill list.
This was only natural.
He had killed one of their generals. He had killed one of their greatest aces. And as though that wasn't enough, he had snatched away one of their greatest assets as well—Morgan.
He had forced them to suffer three great losses in a single sitting. Even a normal faction wouldn't take such a thing lying down, let alone a faction that controlled such a huge swath of land.
These governments had spent centuries, millennia even, preparing to deal with the outside interference of alien Races who wanted to take their world for their own. However, with all of this said, the Celestial Republic had actually been quite measured in their response. Outside of putting a bounty on Sylas' head, they didn't seem to have done much of anything else.
This might have been somewhat odd unless one looked at it from their perspective… they had much bigger fish to fry, and today, it seemed like all of their efforts weren't exactly in vain.
That was because, at this very moment, a meeting the likes of which neither Sylas nor Nosphaleen could fathom was taking place.

Kaelion Starforge.
The Starforge name was unsurprisingly carried over from the last Summoning. Among the governments, this was one of the only names that carried the same air as the Grimblades or the Ravenclaws.
And there was a very good reason for that.
What many did not know was that the Celestial Republic was likewise the only government that wasn't under the control of the same branches of power it had been during the last Summoning.
Kaelion looked like a young man barely in his twenties. If one said that he had yet to even complete his undergrad, it wouldn't be much of a stretch to believe them.
He had a long, silver streak in his hair, and his eyes were a fierce, bright blue. If Cassarae's blue was dull to the point of an almost-grey, Kaelion's were like a tropical sea.
Yet, despite the youth on his face, sitting on his silver throne and basking beneath the stars of the night that reflected through the glass dome above them, he looked like he could have been the only one with the right to sit there.
No one else was worthy but him.
And yet, if there had been others there, it would have been hard to pay attention to this feeling alone because of the shock of just who was sitting across from him, on their own throne, as a perfect equal.

A Clypsian.
Maybe it wouldn't have been so shocking had it just been a Clypsian. But just how would everyone on Earth react to knowing that one of their few governments was actually headed by a dual monarchy of Human and Clypsians?
"It's as we expected," Kaelion said calmly. "Not everything will go as we expect. There are too many variables at play."
"It is a good thing, then, that we are prepared," Sorynth, a mature Clypsian woman with an elegant bearing, replied calmly.
"The oceans?"
"This time, they will not be a problem," Sorynth confirmed confidently. "If they think to use the same tricks twice, they will quickly find that there's nothing to take advantage of."
Kaelion nodded.
This was what it felt like when two smart people worked together. Kaelion would never understand the fools of the past Overlord Races that didn't understand that they had already lost and it was a new era. Nor did he understand the Humans of the current era who thought themselves above working with these Races who were clearly so much more powerful than them.
Both sides had something to gain from the other, and Earth was all of their homes. To pretend otherwise for an ego boost was too ridiculous.
If even these powerful former Overlord Races had lost under the machinations of the alien Races, then obviously they needed a new approach. The method Kaelion had thought of was to combine their efforts.
When the people of Earth came together, he didn't believe that they would lose.
"In that case, we have a lot of room to play with," Kaelion said calmly. "What would you like to do about the City of Gold?"
"It's an important opportunity for the young ones," Sorynth said calmly. "But it's also quite dangerous."
"This is their opportunity to break past Level 9."
"Correct."
"In that case, we must send them. If they cannot break beyond these levels and gain a Class, their use will be limited when it really matters."
"Agreed."
"Other than this, how much do you want to invest in it as a whole?"
"This change seems to have occurred in a territory Sylas Grimblade frequents…"
A silence fell in the throne room.
It stayed that way for a long while before Kaelion spoke once more.
"Now is not the time for infighting. Sylas Grimblade is a valuable asset to Earth."
"It is inevitable that something will occur as they fight for opportunities. The City of Gold is known as the City of Opportunity for a reason."
"It is also known as the City of Mirages… not everything is as it seems, and one's greed can very easily get one in trouble."
"Indeed."
"In that case, just let things play out as they will. If they fight, then they fight. Whoever comes out on top will simply deserve it more."
"Mm."
