Gabriel felt a bit guilty but she felt it wasn't harmful to Heaven then this lie wasn't that big of a deal.

She didn't exactly lie but just hid the truth , when she talked to her brother she didn't tell the complete thing.

Although she felt a bit bad about withholding information from her brother she felt good about herself when she thought that she was being a good aunt and protecting her little Vivi.

She may not be the best person at combat but she can talk to her brother who is currently the strongest Angel.

With her brother Helel's memories she felt that Vivian would be able to easily grasp everything about using Light or Holy magic.

As for why she didn't just ask her brother to teach Vivian .... there where two reasons the first one was the most obvious , it would be too attention catching and even if nobody else knew , the Angels at Heaven would surely see the signs.

It would be hard to hide Vivian's existence from the other Angels...
