So any discussion that was going on on the second floor was silent. This created the illusion that the people there weren't chatting.

But some people, like Arthur, were truly silent. He didn't want to chat because he didn't want people to know his identity.

There many people who were keeping their identity a secret, so that they wouldn't be targeted after the auction for the things they buy in it.
