Naruto: Awakening Eternal Power with My Eye Techniques

Chapter 73: Optimizing Law Enforcement in the Police Department

"As for maintaining order in the largest civilian residential area, those are our primary patrol zones and also where conflicts between Uchiha members and villagers most frequently occur.

Since most of our time is spent dealing with trivial issues involving regular villagers, there's no need to deploy so many elite Uchiha ninja for such small matters — it's a waste of our best resources. I suggest we recruit Chunin and Genin who've recently retired from the battlefield instead."

As soon as Shiyu Uchiha finished speaking, rather than considering the feasibility of his plan, those present immediately reacted based on the belief that the police department belonged exclusively to the Uchiha clan and shouldn't include outsiders. A cacophony of voices erupted, though they all shared the same sentiment.

With everyone speaking at once, Shiyu Uchiha couldn't possibly respond to all of them, but he didn't have to fight alone — he still had his strong supporter.

Then Uchiha Shizhi stepped in to restore order amid the chaos, asking everyone to listen while Shiyu Uchiha explained his proposal further.

"The main reason I proposed this method comes down to numbers. The Second entrusted not just control of the police department to our Uchiha clan, but also the responsibility for Konoha (Hidden Leaf Village)'s overall security. This responsibility must come before enjoying any authority. Brothers, don't you agree this logic makes sense?" After speaking, Shiyu Uchiha raised a hand politely, signaling for anyone to speak up if they wished to respond.

After some thought, the group began rejecting Shiyu Uchiha's idea based on family honor arguments. Shiyu Uchiha countered by emphasizing greater honor being earned on the battlefield, suggesting the Paramilitary Police Force was truly where strong Uchiha warriors should belong.

The debate dragged on, but gradually, every opponent found themselves out of arguments. They couldn't help but feel bitter, though they couldn't fight back either.

"Since none of you have anything more to say, I'll finalize this matter now. The adjustments will be completed in two days when the Uchiha clan officially opens recruitment to outsiders. Starting tomorrow, most of you will report to the Paramilitary Police Force. Renga Uchiha, you'll be in charge of this task. Understood? I'll come inspect the situation three days later."

"Yes, Elder Uchiha Shizhi." Everyone responded simultaneously while Renga Uchiha pledged his commitment.

Finally, given no further options combined with Uchiha Shizhi's concluding remarks, the group reluctantly accepted Shiyu Uchiha's proposal. Feeling Uchiha Shizhi's approving gaze upon him, Shiyu Uchiha continued happily,

"There are currently three main factors affecting Konoha's security. First, petty thefts; second, villagers setting up makeshift stalls along the roadsides; third, misconduct by certain ninja. Does anyone want to add anything?" Shiyu Uchiha looked around after finishing his statement.

After whispering among themselves briefly, they ultimately found nothing to add. Truth was, those were the only duties the current Police Department actually dealt with — small yet tedious tasks. Finally, the Third Elder spoke, "No additions. Please continue."

Shiyu Uchiha bowed respectfully toward Third Elder before continuing, "The first issue can be easily resolved by deploying sufficient members from the Police Department to patrol.

The second problem is the most difficult to address. After all, everyone must make a living. There are too many street vendors—many of them being relatives of fallen heroes—and others who are related in some way to active ninja. That's also a big reason why the Police Department has been losing public favor lately."

"Does that mean we should ignore this issue? It's definitely our responsibility," one member of the Uchiha clan spoke out, voicing what many were thinking—they themselves had suffered from these issues firsthand.

"Naturally, we cannot just ignore it. When I first witnessed such issues years ago, I wanted to bring change. After some years of investigation and careful thought, I've finally come up with a few solid solutions.

I plan to divide Konoha's civilian district into several zones. The Police Department will fund these areas and designate public spaces within each zone as markets. Locations with high demand may even have multiple markets. Parents, children, or spouses of our fallen heroes will be eligible for free stalls.

Those whose families include registered Konoha ninja will be able to rent stalls at discounted rates.

For other vendors wishing to operate, they may also rent stalls from us at affordable prices. Naturally, our rates won't be too high since we're all villagers helping each other.

The rent collected will help us maintain cleanliness and security, and even create new jobs, boosting Konoha's prosperity. Think of it as a public service provided by the Police Department. Still, we'll need to spread the word effectively. I've already found suitable locations, purchased them, and will later donate them to the Police Department.

In this way, we'll solve most of this problem." Shiyu Uchiha, having actually come up with the idea only upon first seeing the problem, extended its origin for a few years to show his dedication.

After Shiyu Uchiha finished speaking, murmurs spread through the crowd. For the first time, people nodded in agreement with his approach, some even looked like they'd suddenly seen the point. Yet others raised further questions, which Shiyu answered one by one until no more objections remained. At this, Uchiha Shizhi nodded with clear satisfaction and confirmed the matter, allowing Shiyu Uchiha to continue.

"As for the issue of ninja causing disturbances, this can also be addressed by increasing patrol numbers. As you know, many have just returned from the battlefield, which may explain their behavior. But understanding does not mean toleration, especially when their actions disturb others or cause property damage in Konoha.

Anyone causing trouble while drunk should be arrested immediately. Unless someone is injured, they shouldn't be imprisoned. Instead, we can establish a new facility and let them sober up before arranging talks with the victims.

To prevent the offenders from pressuring the victims, members of the Police Department can serve as third-party mediators. As long as the offender compensates for damages and gains the victim's forgiveness, then based on the specific circumstances, additional penalties will be applied as warnings—these penalties could take the form of community service."

"However, each of the three points I raised requires adding sufficient personnel. Even if our entire Uchiha Clan gets fully involved, we would barely be able to manage these tasks. Many tasks also require exceptional patience."

After Shiyu Uchiha finished speaking, he noticed that while most people agreed, some remained fixated on the glory of the Police Department. So he continued earnestly, trying once more to convince everyone.

"The Senju Clan has already shed their last drop of blood for Konoha. If our Uchiha Clan continues to cling tightly to this power of the Police Department, we'll end up stuck in petty, meaningless details all the time. Won't we be completely overshadowed by them then? We must prove to them that the Uchiha alone can still defend Konoha—even without the Senju."
