The ninja fighting arena is likely one of the major powers in the Land of Hot Water. Otherwise, there's no way it could afford to train ninja as gladiators or entertain such an elite clientele.

Suppliers for the arena are typically trusted insiders. They're responsible for acquiring and trafficking orphans from various countries who show potential for training. These children are then graded and sold into the arena based on their estimated aptitude.

You also learned from Boss Black Cat that not every town has a fighting arena—only the most prosperous cities are likely to host such establishments.

When a cultist completed their ritual and died in a gruesome self-sacrifice, the connected ninja would be engulfed in black smoke, collapse, and become completely incapacitated…
