Arakawa Zenkichi stood at the summit, having crushed the Navy, absorbed the Yonko Pirates, and forced the ultimate powers of the pirate world to kneel before him.

No force remained that could challenge Zenkichi's dominance.

Not the Revolutionary Army.

Not the Shichibukai, who were nothing more than figureheads by this point.

Zenkichi chuckled coldly.

He raised a finger. A thin beam of light shot out—a laser—piercing straight through the man's skull.

Panic erupted. The kings shrank in their seats, horrified.

"If I give you a little color, you want to open a dye shop?" Zenkichi said flatly, his voice like ice. "Do you even know your worth?"

His eyes narrowed, his tone lethal. "The offer I made was out of mercy. Don't mistake it for negotiation."

"Your consent? It means nothing. Refuse, and I'll conquer your nation myself."

The room fell silent.

The kings realized the truth—Zenkichi's power was absolute. Resistance was meaningless.

"I agree!"

"We've always supported this!"

"Just a misunderstanding—of course, we surrender!"

Each king quickly bowed their head and relinquished their power.

Thus, the New World Government claimed direct control of all territories. The old nations were dismantled and reorganized into centrally managed cities.

"True revolution demands the abolition of monarchies and the birth of genuine democratic freedom."

"The democracy the World Government claimed to uphold for 800 years must now be forged by our own hands."

The room was tense.

But then a voice—calm, yet sharp—cut through the silence.

"Dreams like that… will never come true."

Startled, the revolutionaries turned. A young man stood in their conference room—handsome, composed, emanating power.

"Zenkichi?!"

Gasps filled the room. His face had dominated headlines for months. None could mistake it.

"I'm not here to argue," Zenkichi said flatly. "I'm here to recruit you."

"You have two choices—surrender… or die."

The air itself seemed to bend under the pressure of his presence.

Dragon hesitated, clenched his fists… then finally exhaled.

This wasn't a battle they could win.

"Let's finish unlocking this one…" Zenkichi muttered.

Then he smirked.

"…It's time for the next world."
