NARUTO: Ninja World Scientific Revolution

Chapter 30: CHAPTER 30 - Reporting to the Higher-Ups

After Hyuga Mirai presented his research on the healing talisman and handed over a semi-finished product to the deputy director of Konoha Hospital, the middle-aged kunoichi immediately employed Body Flicker Technique to leave the hospital with impressive urgency.

While watching Mirai's process of crafting the healing talisman earlier, the deputy director had been amazed by the solidification of chakra through layered basic sealing runes. However, she believed that if Hyuga Mirai had a deeper understanding of advanced sealing techniques, he could likely create an even more effective talisman.

Determined, the deputy director resolved to request the Hokage's approval to provide Mirai with training in advanced sealing arts. Such a talent, if nurtured properly, would undoubtedly grow into one of Konoha's greatest assets.

The deputy director of Konoha Hospital was not just a medical Jonin but also a member of Konoha's high-ranking officials, holding significant authority. As someone in her position, she could meet the Third Hokage, Hiruzen Sarutobi, at any time.

Upon arriving at the Hokage's office in the Hokage Tower, she encountered no interference from the ANBU. After knocking lightly on the door, she stepped inside.

While it would have been proper to inform Tsunade first, the deputy director had bypassed protocol because Tsunade had been heavily inebriated and was still unconscious when she left the hospital.

"Third Hokage, I would like to show you this healing talisman," she said without further preamble. The semi-finished talisman's ability to store chakra was limited, so she acted swiftly. Without hesitation, she created a shallow wound on her arm, affixed the talisman, formed a seal, and said, "Release."

Under the influence of Yang Release chakra, the wound on her arm quickly healed.

Seeing the effect firsthand, Hiruzen Sarutobi showed the same astonishment the deputy director had experienced upon her first encounter with the healing talisman. "What is this, exactly?"

"This is a healing talisman created by a young member of the Hyuga clan. Reportedly, it was only with your approval to use Konoha Hospital's lab facilities that this result was possible."

The deputy director proceeded to explain the strengths and weaknesses of the talisman in detail.

Training a medical ninja was no easy feat. Even though the Ninja Academy emphasized chakra control, many lacked the natural talent for it. Elevating a medical ninja's skill to the level of mastering the Mystical Palm Technique was even more challenging—typically, only one in ten could achieve it. Currently, Konoha Hospital had nearly a hundred medical ninjas, but only about a dozen had mastered the Mystical Palm Technique, and that was thanks to Tsunade's earlier efforts to expand the medical field.

With Tsunade now largely disengaged, the development of Konoha's medical system had stagnated.

Although peace had persisted since the end of the Second Shinobi World War, skirmishes along the borders and tensions with enemy nations were frequent. War could erupt at any moment.

Given the current number of medical ninjas, Konoha would struggle to meet the demands of battlefield medicine. If the healing talisman could be perfected and mass-produced, it would significantly ease the strain on Konoha's medical infrastructure during wartime.

Hiruzen Sarutobi, with his keen insight, immediately recognized the strategic value of the healing talisman.

"Can this talisman be further improved?" he asked.

The deputy director nodded confidently. "Absolutely. Both I and Mirai-kun believe that by incorporating advanced layered sealing runes, we can reduce the size of the chakra paper while significantly extending its preservation time."

"Hyuga Mirai, huh? I remember him—a remarkably gifted ninja," Hiruzen mused. Sadly, he thought, Mirai was a branch family member, bound by the clan's strict control.

Hiruzen vividly recalled that a Hyuga elder had personally requested the formation of a squad that included Mirai and Kiyo Hyuga. If it had been any other clan—even the Uchiha—it might have been less constrained than the Hyuga branch family system.

"Deputy Director, retrieve all sealing techniques from the Sealing Team. Additionally, assign a suitable teacher to Hyuga Mirai. Ensure this healing talisman is perfected as soon as possible—it is vital for Konoha."

"Yes, Hokage-sama!" she responded promptly. With Hiruzen's written order in hand, she left the Hokage Tower.

After her departure, Hiruzen tapped his desk with his pipe, signaling for ANBU operatives. Two masked figures instantly appeared in the room.

"Bring me Hyuga Mirai's file. Also, summon the advisors," Hiruzen commanded.

The ANBU disappeared in a blur, executing the Hokage's orders without question.

Within minutes, a comprehensive dossier on Hyuga Mirai was placed on Hiruzen's desk. It detailed everything, from the death of his father to his most recent team missions. Comments from academy instructor Ishii Ichiro, Konoha Hospital staff, and team leader Akimichi Fuu painted a vivid picture of Mirai's character:

"An exemplary embodiment of the Will of Fire—caring toward patients, kind to peers, and a tactical genius with remarkable medical talent. Physically, he is slightly weaker, possibly due to the main family withholding Gentle Fist techniques, though he shows promise in adaptive combat strategies."

Even Hiruzen Sarutobi found little to criticize in this assessment. If not for his status as a branch family member, Mirai might have been a candidate for Hokage or at least an advisor.

Mirai's contribution to the healing talisman, however, was significant enough that ordinary recognition would not suffice.

When the Hokage's advisors, Koharu Utatane, Homura Mitokado, and Danzo Shimura, arrived, Hiruzen handed them the report.

"What's so urgent, Hiruzen? I was in the middle of Root operations," Danzo grumbled.

Koharu and Homura looked equally exasperated, but their expressions shifted as they read through the document.

"This talisman could revolutionize Konoha's medical strategy. How soon can it be mass-produced?" Danzo asked. "With it, Root's casualty rate during missions would drastically decrease."

Root's missions were inherently dangerous, and losing a single elite operative was a significant blow. For Danzo, the healing talisman was nothing short of a godsend for his forces.
