"Your Majesty!" Igaram immediately took the order and headed for the treasury.

Cobra's plan was to take full advantage of Visalia's rain while they were coming to Alabasta.

As long as they had enough money, the rain would keep falling until their money ran out!

This way, Alabasta's drought could be relieved as much as possible, and they'd have enough time for Kosha to find new underground water sources.
