Emperor Kael had originally planned to openly obtain Devil Fruit weapon technology from the World Government, allowing both him and the Goa Empire to freely use these powerful weapons in the future. When the Gorosei eventually discovered the true strength of Kael and his crew, Kael was confident he would have a way to make them back down. Doflamingo, by leveraging secrets about the national treasure, along with his own considerable strength and carefully negotiated interests, was able to threaten the Gorosei. Kael, possessing even greater secrets, could threaten them even more. The Goa Empire's strength was also far superior to that of the Donquixote Family.

If the Gorosei dared to send three or four God's Knights to deal with Kael, it would be like sending him prisoners and bargaining chips. Kael had long considered exiling a few God's Knights and a group of Celestial Dragons to negotiate terms with the Gorosei. Of course, this would only happen if Kael and the World Government became openly hostile.

Laffitte refused to believe that Kael was simply lecherous. Of course, as an Emperor, having a few more women was not considered a problem.

"Laffitte is right. It seems this Queen of the Pleasure District's identity is indeed not simple."

Reiju contemplated Kael's actions. Every move he made resulted in huge benefits, so she didn't believe he would do anything useless. Since Kael even avoided them to talk to her, perhaps this woman's secret was more important than information from the Gorosei.

"Instead of investigating why His Majesty wants to find the Queen of the Pleasure District, it's better to think about how to win money in Crocodile's territory."
