They might be outsiders, perhaps from Deepwater City looking to develop in Silvermoon City, accustomed to the corruption and dirty hands of officials there; otherwise, they wouldn't dare make such moves in The North.
Before the onset of winter, in their recent trade, they employed a beautiful, delicate female mage."
