Chapter 115: 115. Lord Danzo Is Really Too Evil



Hiruzen Sarutobi finally agreed to Danzo's request.

He decided to send several members, including Kakashi, into the Root organization.

Because even if they were released…

Kirigakure would never be able to determine who was truly loyal anymore.

If the Mizukage assumed they were still loyal, they could already be brainwashed spies serving Konoha's interests.
