The Great Fire Annihilation (Katon: Gōka Mekkyaku) had a massive area of effect and overwhelming destructive power, but its chakra consumption was immense. For Fugaku, who had not yet awakened the Mangekyō Sharingan, every usage depleted him significantly.
In contrast, Fugaku favored the Great Fireball Technique (Katon: Gōkakyū no Jutsu) and Fire Dragon Flame Bullet (Katon: Karyū Endan). After mastering them, he could pinpoint targets with precision, using less chakra while maintaining lethality. These were jutsu that required not just raw power but fine chakra control—something the Uchiha excelled at.
He carefully transcribed the hand seals and chakra flow principles for the Great Fire Annihilation, intending to refine it over time. As his strength grew, so too would his mastery over these higher-grade techniques.
What Fugaku truly wished to study, however, were the clan's **forbidden techniques—**the ocular dojutsu Izanagi and Izanami. But they were conspicuously absent from the records. Likely, they were kept hidden within the Naka Shrine, accessible only by those who awakened Mangekyō Sharingan and could decipher the tablet inscribed by the Sage of Six Paths.
Still, Fugaku was certain of one thing: Izanagi had not been taken away by Uchiha Madara. If it had, Danzō Shimura—who later implanted Shisui's Sharingan and used Izanagi in the manga—would never have had access to it. The technique had clearly remained within the clan long after Madara's defection.
As for Izanami, it was shrouded in even more secrecy. A jutsu that looped time until the victim accepted their fate, it was not widely used or even widely known. For now, Fugaku left that search to the future.
With only a few days left in his two-month leave from missions, Fugaku kept to a strict training routine. Between sessions, he secluded himself in the clan's archive chamber, poring over historic scrolls and jutsu manuals.

A massive torrent of flame burst from his mouth, surging over the lake's surface. Steam hissed as the water sizzled, and the air warped with heat. Yet as the flames died down, he could only sigh in disappointment.
This was not the all-consuming inferno that Uchiha Madara once used during the Fourth Great Ninja War—his technique had turned entire landscapes into seas of fire. Fugaku's own performance was formidable, but it still fell short of that legendary level.
There were still three milestones separating him from that kind of power:
1. The full maturation of the Sharingan (Three Tomoe),
2. Awakening the Mangekyō Sharingan, and
3. Evolving it into the Eternal Mangekyō, followed by the Rinnegan.
Each was not merely a power-up—but a transformation of the soul, paid for in grief, sacrifice, or both.
Fugaku returned to the village as dusk settled over the rooftops. Despite the war brewing in the Land of Rain, the streets of Konoha remained lively. Civilians bustled about, unaware of the shifting tides beyond their village walls. For them, the war was still distant—a matter for the ninja alone.

"Fugaku, come out here."
He set down the scroll and walked into the main room, where his father, Uchiha Tenjo, waited.
"Father. Is there a mission?"
Tenjo gave a slight smile. "Not quite. The Hyuga clan's twin heirs—Hiashi and Hizashi—are graduating from the Academy soon. They've been drawing some attention. Our Uchiha and the Hyuga have always stood at the top of the noble clans. I trust you won't let them outshine us."
"I won't disappoint you," Fugaku said, bowing slightly.
It was true—the heirs of the great clans were approaching the battlefield age. In just a few years, they would form the pillars of Konoha's strength: Inoichi, Choza, Shikaku, Hiashi, and eventually Minato Namikaze. Fugaku would not be left behind.
He paused. "Father, will you be on duty with the Military Police Force tonight? There's still time left in my leave. I'd like to patrol for a few nights—to contribute to the clan, even in small ways."
Tenjo's expression hardened. "Did someone say something to you? Spread rumors?"
"No," Fugaku replied calmly, "I just want to understand the daily lives of our people better."
Tenjo's frown softened. "Very well. Go to the Uchiha Guard Headquarters tonight. Report to Uchiha Saki. He'll assign you the night shift—for seven days."
"Understood."

Later that evening, Fugaku left the Uchiha compound under the moonlight, not heading directly to the Guard station. He had another mission—one that couldn't be entrusted to anyone else.
He intended to spread rumors—not about enemies or allies—but about the First Hokage himself.
He would remind people of the unmatched power of Senju Hashirama—his ability to end the Warring States era, his Wood Release, and how he subdued all the Tailed Beasts. In doing so, he aimed to stir subconscious public belief: if Wood Release returned to the battlefield, it would bring peace again.
And when the civilians whispered enough times, that belief would reach the ears of the Hokage.
In this world ruled by strength, the opinions of civilians were often ignored—until they became widespread. Then, even the Hokage had to listen.
Fugaku picked a lively restaurant across from a busy tavern and sat by the window. He ordered a few side dishes and observed. Soon enough, a small crowd of drinkers spilled out into the street. One man among them laughed the loudest and gestured wildly. That was his first target.
After paying the bill, Fugaku followed casually, watching as the man staggered back to his home. He memorized the address. He would plant the seed later.
For now, it was time to return to the Guard station.
The Uchiha Police Force, established by the Second Hokage, was both a gift and a chain. It gave the Uchiha authority—legal enforcement within Konoha—but also isolated them from the village's inner leadership.
The difference in philosophy between the past Hokage was stark. The First Hokage, Hashirama, tried to give Madara the Hokage position and spread the tailed beasts to other villages to foster peace.
The Second, Tobirama, distrusted the Uchiha and sought to keep them in check.
The Third, Hiruzen, inherited some of that caution. He stood by while Konoha's own war hero—Sakumo Hatake, the White Fang—was broken by rumors and driven to suicide.
Such were the politics of peace—delicate, manipulative, and often hypocritical.
And in that shadowed space between truth and lies, Fugaku moved freely.
