In the comics, Marvel four bureaus include S.W.O.R.D., S.H.I.E.L.D., Armor, and the X-Men.
Armor is responsible for parallel universe affairs, composed of Earthlings, and often, after gathering intelligence, they hand over relevant matters to S.H.I.E.L.D. or S.W.O.R.D. for handling.
The X-Men, needless to say, consist of mutants, with Professor X as their spiritual leader.
When duties overlap, S.H.I.E.L.D. usually takes precedence.
Of course, in the current movie universe, neither Armor nor the X-Men exist.
S.H.I.E.L.D. needs no explanation those who know, know.
So, let focus specifically on S.W.O.R.D.
Following the proper timeline logic, S.W.O.R.D. appeared in the TV show "WandaVision," emerging gradually after the Endgame.
Right from its debut, S.W.O.R.D. dissected—or rather dismantled—Vision body, claiming it as a highly valuable resource, showing even less familial regard than S.H.I.E.L.D.
Such actions provoked Wanda fury, leading her to use powerful reality-altering magic to shield Westview and create a Vision who could only exist in that illusion, sparking a series of events.
All these trivial plot points are actually not important.
Wanda and Vision domestic life isn't much to look at, except for Wanda red costume, which, despite being highly comic-accurate, is painfully ugly.
However, it worth noting that S.W.O.R.D. wasn't established after the dissolution or restructuring of S.H.I.E.L.D. during "Captain America: The Winter Soldier," but had existed long before.
In the last century, following the incident with Captain Marvel that triggered the Skrull invasion, Captain Marvel friend, Maria Rambeau, the African American pilot, founded S.W.O.R.D. based on strategic needs to handle extraterrestrial matters and resolve interstellar disputes.
Crucially, S.W.O.R.D. is comprised of both Earthlings and aliens.
Of course, there is only one type of alien in its ranks.
These are the Skrulls with shape-shifting abilities that appeared in Captain Marvel.
Due to sparse information, from the logic of the movie universe, S.W.O.R.D. was originally supposed to be a secondary agency under S.H.I.E.L.D., with Maria Rambeau as the director and Nick Fury as the hidden hand behind it, constantly expanding it.
After the dissolution of S.H.I.E.L.D., S.W.O.R.D. naturally took over S.H.I.E.L.D. place, becoming a direct agency under the World Security Council.
Currently, S.H.I.E.L.D. has not yet disbanded, so S.W.O.R.D. is likely still an internal, little-known secondary department within S.H.I.E.L.D.
It Nick Fury recent transfer that has made this department more widely known.
Speaking of which, why would Nick Fury voluntarily apply to transfer to S.W.O.R.D.?

"What?" Z showed a look of astonishment he really didn't know this.
The information about the Kree invasion had always been a secret among nations, with the American side having the most information.
However, it wasn't something an agent like Z could access, usually only accessible to department heads.
Typically, only someone at John Kler level would be aware of aliens.
Of course, things are different now.
The existence of aliens is no longer a secret and has even become a hot topic widely circulated in the media, no longer a novelty.
Many details about aliens no longer hold the highest level of confidentiality.
"They are called the Kree," Anton said.
"In the last century, due to certain reasons, the Kree invaded Earth, but were eventually repelled."
"Repelled? In the last century?" Z was even more baffled.

"The key point is, as far as I know, during that incident, an alien race infiltrated Earth.
About this matter, probably only a handful of people around the world are informed... and the organization that handled it at the time was S.H.I.E.L.D."
"But what does that have to do with S.W.O.R.D.?" Z couldn't help but interject.
Actually, an unbelievable thought had crossed his mind, but he dared not believe it to be true.
If things really were as he thought, S.H.I.E.L.D. was far bolder than imagined.
"That alien race is called the Skrulls, those Skrulls have shape-shifting abilities, and after transforming, they can retain some of the memories of the person for a short time. They are a naturally superpowered alien race..." Anton spoke slowly.
This statement completely confirmed Z suspicions.
His eyes widened as he listened to Anton final words.
"I can affirm that S.W.O.R.D. is a department composed of Earthlings and aliens... At this time, many of those Skrulls hidden on Earth are part of S.W.O.R.D., carrying out operations around the world."
Agent Z was silent for a long time.
As a member of the Men in Black and especially as the deputy to Anton, the head of the department, he read between the lines of Anton words.
