HOKAGE OFFICE, KONOHA
Sarutobi Hiruzen, the Third Hokage, sat hunched over his desk, his eyes scanning through a pile of scrolls and documents.
The door to the office suddenly creaked open, and Koharu Utatane entered, her expression tense.
Sarutobi looked up and asked, "Did you find any trace of Shisui? And how did he disappear? I need answers."
Koharu shook her head, her usually composed demeanor faltering for just a moment. "No, Lord Hokage. According to the ANBU, the sealing barrier didn't detect Shisui's chakra leaving the village. In fact, his chakra disappeared near the waterfall of the Naka River—exactly like the way Minato's chakra disappears when using the Flying Thunder God technique."
Sarutobi's brow furrowed, and he leaned back in his chair, tapping his fingers on the wooden surface of his desk in thought. "There's no way Shisui could have learned Flying Thunder God ninjutsu. Even if he did, he would have informed us. That fool was completely loyal to us."
Koharu hesitated before speaking, her voice quieter than usual. "You're right, that fool was completely loyal to us. He even told us about his Mangekyō Sharingan's abilities. If he had learned such a technique, he would have come to you first."
Hiruzen's gaze hardened. His mind raced as he considered the possible scenarios. Someone had to have helped him—someone powerful enough to erase his chakra signature in such a way.
After a moment of silence, Koharu spoke again, her voice cautious. "Do you think… it's the unknown Uchiha who attacked Minato and released the Nine-Tails? Perhaps he saved Shisui?"
Hiruzen's expression darkened. "Most likely," he muttered. "If Shisui got involved with that unknown Uchiha, it would pose a great threat to the village. He already knows that we betrayed him. Through Danzo's attack on him, he knew we would never trust an Uchiha and never wanted peace with the Uchiha clan. We need to move quickly and carefully. It's time to set our plans in motion early."
Koharu nodded but said hesitantly, "Yes, but you know the combat power of the Uchiha clan. To deal with them, we would need a significant number of skilled ninjas. We can't use village or clan ninjas for this, which means we'll have to rely on our own clan ninjas. However, that will weaken our own strength."
Sarutobi sighed deeply. "We'll deal with that later. It's almost time for the meeting. I'll declare Uchiha Shisui an S-rank traitor, and the bounty for his capture will be paid by the Uchiha clan."
Koharu nodded solemnly, her eyes reflecting a deep concern for the path they were about to take. She knew that this decision would stir unrest in the village, especially within the Uchiha clan.

An ANBU operative stood at attention and began speaking in a low, serious tone. "The night before yesterday, Uchiha Shisui contacted Danzo in the forest near the Naka River to report something important. However, when Danzo met him, Shisui viciously attacked. Fortunately, Root ninjas intervened in time and repelled Shisui. After realizing that his plan had failed, Shisui fled the scene. Root ninjas weren't able to apprehend him."
The report continued, "According to the Sealing Barrier Unit, Shisui's chakra disappeared in a manner similar to the Fourth Hokage's Flying Thunder God technique. It's unclear whether Uchiha Shisui secretly learned the technique or if he had an accomplice aiding in his escape."
The room erupted in hushed conversations as the officials began discussing the implications of the report. Whispers filled the air, and the weight of the situation seemed to settle over everyone like a thick fog.
Shimura Daiki, the head of the Shimura clan, spoke up, his voice cutting through the chatter. "So Uchiha Shisui has rebelled, and someone helped him escape. Third Hokage, we should put the Uchiha clan under strict surveillance. They might be hiding Shisui, or worse, aiding him in his betrayal."
The heads of the Sarutobi, Utatane, and Mitokado clans nodded in agreement, their voices rising in a chorus of support for Daiki's suggestion. "We need to investigate the Uchiha clan thoroughly," one of them said. "The threat they pose to Konoha is too great to ignore."
Fugaku Uchiha's eyes narrowed as he stood up, fury burning in his gaze. "What is this nonsense?" he spat. "Are you implying that the Uchiha clan is involved in Shisui's actions? This is absurd. My clan has been loyal to Konoha for generations."
Just as Fugaku opened his mouth to say more, Sarutobi raised his hand, silencing the room with a single motion. His voice, calm but firm, carried the weight of authority. "Enough," he said. "Everyone, quiet."
The room fell silent, the air thick with tension. Sarutobi stood up, his expression stern. "According to the reports from the ANBU, Root ninjas, the Sealing Barrier Unit, and Hokage advisor Shimura Danzo, I declare that from today onwards, Uchiha Shisui is an S-rank traitor. A bounty for his capture will be issued, and the payment will come from the Uchiha clan."
Before anyone could respond, the door to the meeting room slammed open, and a ninja rushed in, his face pale and panicked. Sarutobi's eyes widened as he saw the ninja's distressed state.
"What is it?" Sarutobi asked, his voice laced with concern.
The ninja's voice trembled as he spoke, "Lord Hokage, there has been news from the Fire Capital that Sarutobi Asuma and Sarutobi Shinnosuke went crazy and attacked the Daimyo's family. They killed some members of the Daimyo's family. Thankfully, Lady Tsunade was in the Fire Capital and stopped Asuma and Shinnosuke from killing the Daimyo. Just when Tsunade subdued them, both of them shouted, 'For Sarutobi's Rule,' and exploded. They had explosive tags on their bodies."
Sarutobi's face went pale, and a cold shiver ran down his spine. "No…" he muttered under his breath, his heart sinking in his chest.
Suddenly, smoke erupted from the upper walls, and pamphlets started falling down.
Everybody tensed and prepared to attack or defend. Seeing no attack, only pamphlets, they calmed down slightly.
Hiruzen picked up the pamphlets and slowly paled as he read it.
"THE TRUTH ABOUT KONOHA'S DARKNESS"
The pamphlets bore a bold headline, accompanied by a detailed account of events that painted a damning picture of the Third Hokage and the Council's actions. Each page contained chilling details: the systematic suppression of the ninja clans, especially the Uchiha clan, the Hyuga incident, the truth about Hyuga Hizashi's death, the truth about the White Fang, Danzo's attempt to steal Shisui's eyes, and the sabotage of peace efforts between the Uchiha clan and the village leadership.
Sarutobi's hands trembled as he read further. The pamphlet exposed the hidden truth of the Uchiha's oppression, citing incidents that were never meant to see the light of day. It even mentioned classified information about Shisui's Mangekyō Sharingan and Danzo's treachery. Not only that, it also revealed that Danzo had transplanted Shisui's eyes.
But this wasn't the only thing it revealed—it also disclosed Danzo's participation with Orochimaru in human experimentation, as Danzo was Orochimaru's direct superior.
But what made Hiruzen tremble with fear was the disclosure of Naruto's true identity, his daily life, his meager allowance, and how Hiruzen took away all of the Fourth Hokage's and Uzumaki Kushina's properties and money.
