However, under Shizhi's authoritative dominance, practically no one dared oppose him. Even the hawkish Elder Fukasaku, despite wanting to push back, spoke in a relatively restrained tone.

Overall, things remained quite harmonious at this time. Although the Naraka Yomi War had cost the clan many elite members, since it was an internal conflict, the clan's overall interests hadn't suffered much loss. Even now, the clan's business holdings remained sufficient to support all its members.

Furthermore, under Uchiha Shizhi's leadership, selfish resource grabbing had been largely avoided. Although the clan suffered significant losses during the Second Ninja War, thanks to Uchiha Shizhi's negotiations, the Hokage line had provided appropriate compensations. Then Uchiha Shizhi rose and first highlighted special commendations for individuals who had performed outstandingly in battle, followed by various awards for others as well. Although not individually detailed, his summary stirred intense excitement, especially among the idealistic teens.

If Fugaku succeeded in marrying Mikoto Uchiha, his prestige would skyrocket dramatically, forming a solid foundation toward becoming clan head—this almost made Shiyu feel like he'd accidentally become the villain in someone else's story.

Luckily, Uchiha Shiyu didn't remain disheartened for long. The most crucial moment was about to begin. As initial excitement among attendees began to fade, Uchiha Shizhi gestured for quiet, indicating he had something to say. Leveraging his supreme authority, he successfully silenced the crowd—no elder dared show any disrespect whatsoever.

Then, Uchiha Shizhi spoke solemnly: "Given how, right after the outbreak of the Second Ninja War, our earliest dispatched clan members were hastily assembled into temporary shinobi forces—training time proved insufficient, resulting in poor coordination and causing unnecessary sacrifices on the battlefield. My heart was filled with sorrow over this tragedy."

However, as part of Konoha, it's only right that we protect it — and the Uchiha cannot back down from this duty.

"To reduce the number of clan casualties in the next war, I want to establish a Paramilitary Police Force within the Police Department. The top elites from the Military Police Force will be transferred there for training, ready for war at any time."
