People everywhere began debating whether Byakuya, with his terrifying combat prowess, might be the strongest among the four Marine Admirals.

Many questioned whether Byakuya could fulfill the duties of an Admiral, as he lacked direct combat experience against the Four Emperors. 

Now, those doubts have vanished. 

In fact, many believe that having a top-tier fighter like Byakuya in the Marines is a monumental asset for maintaining peace across the seas.

In comparison, while the other three Admirals have confronted the Four Emperors during their service, they've never managed to kill one and have even been wounded on several occasions. 

This stark contrast further highlights Byakuya's overwhelming strength.

Some have even gone as far as to claim that Byakuya has replaced Whitebeard as the "Strongest Man in the World." 

While this is a minority opinion—since Whitebeard's strength is universally acknowledged—it nonetheless reflects Byakuya's immense impact on public perception.

In the Grand Line, a Marine vessel sailed across the open sea. 

However, the flag on this ship was not the standard white-and-blue Marine insignia featuring a dove carrying scales of justice; instead, it displayed a black dove against a white background.

Any pirates who saw this unique flag immediately changed course, ordering their crews to steer as far away as possible. 

This created a striking scene: a single ship sailing through the ocean, with countless pirate vessels avoiding it. 

The reason? This ship's captain was Admiral Byakuya, the most renowned figure in the current seas.

"Byakuya, they're calling you the 'Strongest Man in the World'!" Nami exclaimed joyfully as she read the newspaper aloud to Byakuya.

Reclining in a chair with his arm around Nami's slender waist, Byakuya replied nonchalantly, "It doesn't matter what they call me. Titles are meaningless…" 

Since the news of Byakuya's victories over Shanks and others had spread, both Byakuya himself and his ship had become legends among pirates. 

A lone Marine warship would normally be an easy target for pirate attacks. 

However, throughout this journey, not a single pirate ship dared to approach them.

This unprecedented display of fear deeply impressed both Luffy and Koby. 

Koby argued that only a Marine Admiral could inspire such terror among pirates. 

On the other hand, Luffy claimed that a strong pirate could achieve the same level of dominance. 

Their debate continued until Byakuya and Nami descended from the third deck, prompting the two to fall silent and look away awkwardly.

Noticing their sulking expressions, Byakuya chuckled to himself. 

While the two boys had been arguing on the second deck, he'd overheard bits and pieces of their conversation. 

Addressing Luffy, Byakuya remarked, "You're not entirely wrong. Both powerful Marines and pirates can inspire this level of fear." 

"Take the Four Emperors, for example. When one of them appears, countless pirates flee in fear. The same principle applies."

Hearing this, Luffy smugly glanced at Koby, who remained unconvinced but struggled to find a counterargument.

Shifting his tone, Byakuya continued, "However, there's a fundamental difference between the two." 

"Just now, we talked about how pirates fear Admirals and Emperors. But if you consider the perspective of ordinary civilians, the conclusion changes entirely."

"When faced with a Four Emperor, civilians only feel terror, as the Emperors represent a direct threat to their lives." 

"But when encountering someone like me, a Marine Admiral, they feel immense relief." 

"They might even hope that I'll stay in their town for a while, knowing that as long as I'm there, they won't have to fear pirate attacks.

"So tell me, if you were an ordinary civilian, who would you rather encounter—a Four Emperor or a Marine Admiral?"

Pirates bring fear, while the Marines bring peace. For any rational person, the choice is clear.

Luffy fell silent for a long time before muttering, "Even though I'm a pirate, I've never hurt innocent civilians." 

"On the contrary, I've seen several Marines who've done unforgivable things to them."

Smiling, Byakuya replied, "That's just basic probability. Pirates like you, who don't harm civilians, are exceedingly rare." 

"The majority of pirates commit heinous acts. On the other hand, most Marines willingly sacrifice their lives to protect civilians." 

"Take Captain Vaughn or Captain Pierce, for example.

"Of course, with hundreds of thousands of Marines, it's inevitable that a few bad apples will slip through." 

"But you can't let the actions of a handful of corrupt individuals overshadow the sacrifices made by countless Marines who've dedicated their lives to peace."

"Similarly, while you're a pirate who doesn't harm civilians, you know that most pirates aren't like you, right?"

Byakuya's logic was flawless, leaving Luffy deep in thought. Watching him wrestle with these ideas, Byakuya couldn't help but smile inwardly. 

Shanks' past actions and my relentless persuasion should be enough to sway this rubber-headed fool.

After a while, Luffy asked hesitantly, "But when I defeat corrupt Marines, I get a bounty placed on my head. Was it wrong for me to protect those civilians?"

"It wasn't wrong." Byakuya immediately replied. "If I thought you were wrong, you'd already be dead back in Loguetown."

"Then why does the Marine put bounties on me?"

"Because your status is wrong, and your methods are flawed," Byakuya explained, glancing at Nami. "Nami must've told you how I met her, right?"

Luffy nodded, curious about the point. "Yeah, you killed the Arlong Pirates who were tormenting her village."

"And do you know why the Arlong Pirates were able to terrorize her village for ten years without intervention? It's because they colluded with a corrupt Marine captain."

Luffy's eyes widened in shock. "I didn't know that. What happened to the Marine captain?"

"I killed him on the spot," Byakuya said calmly.

Luffy froze, stunned by the revelation. He began to understand what Byakuya meant by "status."

"I was only a Marine Ensign at the time, but I had evidence of the captain's crimes. When he attacked me, I retaliated and killed him." 

"It was justified. But you're a pirate. Without any evidence, you killed a Marine captain. Of course, the Marines would place a bounty on you."

Luffy protested, "So if I'm not a Marine, does that mean I can't do anything about these situations?"

"You can," Byakuya said. "You could gather evidence of the captain's crimes and submit it to the Marine base in Loguetown. The Marines would handle it."

"But—"

"There are no buts," Byakuya interrupted. "If you were a Marine, with your grandfather's status, as long as you had enough evidence, you could kill someone like Captain Pierce in broad daylight, and no one would blame you. But as a pirate, your actions have consequences."

Byakuya and Luffy were discussing a basic legal principle: ordinary citizens cannot make the law their own.

You can't just kill someone because they are a bad person. If everyone acted like that, it would disrupt societal order and lead to even greater conflicts. 

However, in the pirate world, where the strong dominate, this rule is hardly upheld effectively. 

That's why Luffy feels no guilt about defeating evil Marine captains. But it must be said that Byakuya's words today profoundly impacted Luffy. 

Ever since being easily defeated by Byakuya in Loguetown, Luffy has encountered things that completely contradict his previous beliefs.

What Luffy thought was right was deemed wrong by Byakuya, and Luffy had no way to refute him. 

These two conflicting ideologies swirled in Luffy's mind, leaving him utterly confused. 

Watching Luffy struggle with his thoughts, Byakuya sighed. In the original anime, it was evident that Luffy wasn't inherently bad. 

His problem was that he acted without thinking, especially when he freed the countless pirates imprisoned in Impel Down. 

This act caused others to question Luffy's sense of morality.

Anyone could foresee that releasing those pirates would bring immeasurable sea chaos. 

Yet, Luffy still went ahead, firmly establishing his identity as a pirate. 

However, whether Luffy is good or bad for Byakuya is of little significance. Gaining more World Source Energy is what matters most. 

At that moment, Byakuya suddenly heard the system notification:

[Congratulations to the Host for achieving the Fame Achievement: World Renowned! Reward: 20,000 World Source Energy.]

This instantly filled Byakuya with excitement as he thought to himself, "Finally, I've accumulated enough." 

Perhaps because Shiki the Golden Lion only appeared in the movie, defeating him had only earned Byakuya over 10,000 points of World Source Energy—far less than he had anticipated. 

However, the additional 20,000 points from his fame boost were now enough to increase his Fusion Rate by 10%.

Byakuya didn't plan to say anything more to Luffy. He decided to let the rubber-headed pirate figure things out on his own. 

If Luffy couldn't, maybe some time in Impel Down would give him enough space to think. 

After returning to the third level, Byakuya lounged on a chair, closed his eyes, and prepared to enhance his Fusion Rate. 

Seeing that Byakuya wasn't doing what she feared, Nami heaved a sigh of relief.

Byakuya spent 76,000 points of World Source Energy to raise his Fusion Rate to 80%. 

His strength increased significantly again, leaving only two more steps to reach 100%. 

The system notification echoed in his mind once more:

"Water Stream Rock Smashing Fist? Whirlwind Iron Cutting Fist?" Byakuya looked at his fists and muttered sarcastically, "Can these even compare to my Normal Punch or Serious Punch?"

Before he could finish grumbling, the combat experience of the two martial arts masters, Bang and Bomb, flooded his mind. 

It was as if Byakuya had transformed into the two masters, reliving how they developed and perfected these techniques and how they fought opponents with them.

Now, seeing reports of Byakuya making waves across the seas and even suggestions of him replacing Whitebeard as the strongest man in the world, Ace felt provoked.

He frequently requested Whitebeard's permission to set out alone and defeat Byakuya, wanting to prove to the world that Byakuya was unworthy of replacing their captain. 

However, Whitebeard always refused Ace's requests. Unlike Ace, Whitebeard understood the situation clearly. 

While he was the world's strongest man, possessing power that surpassed the other Emperors, he recognized Byakuya's strength. 

Defeating Shanks, Ben Beckman, and even killing Shiki suggested that Byakuya's power was close, even if not on par with Whitebeard's peak. 

Ace wasn't strong enough to take him on. Marco's detailed accounts of Byakuya only piqued Whitebeard's interest in this young man. 

If it weren't for Ace's fiery temperament, Whitebeard would have liked to meet Byakuya himself for a fight.

On this day, after reading the latest news in the paper, Ace once again approached Whitebeard. 

"Pops, please let me go! With my strength now, I can definitely defeat Byakuya!"

Whitebeard looked at the indignant Ace and shook his head. "My son, I cannot allow this."

"Why? Don't you trust me, Pops?" Ace exclaimed.

To Ace, Byakuya's inability to handle Shanks' Conqueror's Haki pressure during their last encounter didn't add up. 

Within just a month, Byakuya had defeated Shanks and others, which seemed illogical. 

The suggestion of Byakuya replacing Whitebeard as the strongest man only added fuel to Ace's frustration. 

He desperately wanted to defeat Byakuya and prove everyone wrong.

Whitebeard looked at the agitated Ace and exchanged glances with Marco before sighing. 

Since setting sail, Ace had experienced nothing but smooth sailing. 

He had even found a top-tier Logia Devil Fruit, the Flame-Flame Fruit, which drastically boosted his strength. 

He easily defeated a Marine Vice Admiral, earned a bounty of 300 million Berries, and was even invited to become one of the Seven Warlords of the Sea—a position he firmly declined.

Ace had been unstoppable during his prime, even forming the Spade Pirates and challenging the mighty Whitebeard Pirates. 

Though he was ultimately defeated by Whitebeard, Ace's persistence and talent impressed Whitebeard, who took him in as a son and groomed him to be the next captain of the Whitebeard Pirates.

Whitebeard, known for his protective nature, ensured Ace never faced defeat after joining the crew. That is, until their encounter with Byakuya. 

On Fish-Man Island, Ace's brotherly bond with Marco and his friendship with Jinbe couldn't prevent Byakuya from injuring Marco, Jinbe, and ultimately defeating Ace effortlessly. 

Byakuya's mocking words during the encounter burned deep into Ace's memory.

Since then, Ace had trained harder than ever, vowing to defeat Byakuya one day. 

Marco and Whitebeard, though, refrained from telling Ace the harsh truth to avoid wounding his pride. 

But deep down, they knew Byakuya was a force Ace couldn't yet match.
