"Sensei, you're right. If we hadn't crossed paths with him back then, we wouldn't have even known that a genius like him was slowly emerging. But it's such a shame... Even after we became aware of him, we didn't pay much attention. Instead, we focused everything on All Might," Kurogiri said. 

"Now things have gotten more complicated. We're not just dealing with All Might anymore—we also have Ezaki Kitazawa," Shigaraki Tomura said grimly. 

As soon as he finished speaking, the room fell into silence. 

After a few seconds, All For One spoke. "From what you've told me, Ezaki Kitazawa used a technique against you that you've never seen before?" 

"Yes, Sensei. This time, when he attacked, his body turned into lava. From what I saw, it seems like a brand-new Quirk," Kurogiri explained. 

"A new Quirk? Now that you mention it, that does sound plausible. But... do you think he's like Sensei, stealing others' Quirks? Even if that's the case, whose Quirk did he take? I don't recall there being such a powerful Quirk available for him to steal," Shigaraki Tomura said slowly. 

"Shigaraki Tomura makes a good point. If such a Quirk existed, it wouldn't have ended up in his hands so easily," Kurogiri added. 

"Hahahaha!" 

At that moment, All For One suddenly burst into laughter. 

Both Shigaraki Tomura and Kurogiri turned to look at him. 

"You both make valid points. But I believe the most likely explanation is that his Quirk has evolved," All For One said seriously. 

"What? A Quirk evolution?" 

"Now that you say it, that actually seems possible..." 

"Even so, we still need to confirm it. This is just my guess for now. Although this operation cost us quite a bit, we still achieved what we wanted in the end." 

"Also, Shigaraki Tomura, focus on recovering from your injuries for now. Let Kurogiri handle everything else," All For One said.

"Understood, teacher!" 

"Got it, sir!" 

Because there were multiple attacks this time, and on a large scale, many pro heroes, police officers, and ambulances were dispatched. However, since this is a superhuman society, the rescue operation didn't take too long. In less than two hours, the situation was under control. 

Due to the incident, Ezaki Kitazawa's training was canceled. Night Eye had other matters to attend to, so he told Ezaki Kitazawa to return to the agency. To make things more convenient, Night Eye arranged for Ezaki Kitazawa to stay in an apartment next to the agency. 

Since he had nothing else to do, Ezaki Kitazawa took a shower and then sat in the living room to watch TV. 

"At around 1 PM today, the League of Villains, the same group that once attacked USJ, launched attacks on S District, the eastern district, and the southern district. Nearly 400 people were killed, over 200 were seriously injured, and more than 30 are missing. Watching the news, Ezaki Kitazawa frowned. In his eyes, the high number of casualties wasn't just due to the villains—it was also connected to the laws of this world. 

First, this country strictly prohibits ordinary people from using their Quirks in public. As a result, about 99% of the population never trains or develops their Quirks, believing that pro heroes will always be there to protect them. But that's ridiculous. There are only so many pro heroes, while the number of civilians is countless. How many people can the heroes realistically protect? 

In Ezaki Kitazawa's opinion, the overall strength of the entire country should be increased. Civilians should at least have some ability to defend themselves rather than just waiting to be saved when danger strikes. Of course, lifting this law might lead to more street fights and other issues, but everything has its pros and cons. 

Ultimately, though, none of this was Ezaki Kitazawa's concern. He wasn't the leader of the country, so it wasn't his problem to solve.

After glancing over the panel, Ezaki Kitazawa was surprised. He hadn't expected his Martial Arts Quirk to reach the evolution stage so soon. Without hesitation, he clicked the evolve button. 

"Ding! Quirk evolution successful. Congratulations! You have gained 100 Generation Points." 

The next second, his panel refreshed.

Generation Points: 200 (Enough to create a new Quirk)

After scanning the panel again, Ezaki Kitazawa frowned. He had expected to gain some new abilities related to Martial Arts Mastery, but in the end… they just added the word "Ultimate" in front of it. 

"Feels like I got scammed..." he muttered. 

Still, since all his Quirks had reached the intermediate level, he figured he should be able to create a new one now. 

Muttering to himself, he immediately clicked the create button. 

However, the result was unexpected. 

"Ding! The host currently has one advanced Quirk. You need at least two advanced Quirks before you can create a new one!" 

Ezaki Kitazawa froze for a moment. 

"So, as Quirks evolve, the requirements also get tougher... Well, I'm getting close anyway."

Another Quirk can evolve too. When that happens, I'll have two advanced ones.
