"I'm fine," Jon reassured him. "But things over there are bad. The storm has killed countless people. This battle may not even have a winner anymore."
He turned to Garp and suggested, "Vice Admiral Garp, I believe now is the perfect time to act. If we hesitate any longer, the pirates who survive the storm will scatter, and we'll lose our chance to capture them."
Garp hesitated. "The storm hasn't passed yet, and you're suggesting we go in now?"
Charging into the storm without knowing how long it would last or if it would shift direction was far too reckless. If they miscalculated, even the Navy's fleet could suffer heavy casualties.
Jon remained firm. "Roger and Shiki will definitely survive this storm. They may be exhausted, but if we chase them down now, we can capture them. If we wait for them to escape first, hunting them down later will be nearly impossible."
Garp thought about it and saw some logic in Jon's words. He immediately contacted Sengoku via Den Den Mushi to discuss the plan.
However, Jon was disappointed to learn that Sengoku had rejected his proposal. Instead, the Fleet Admiral opted for a safer, more cautious approach—waiting for the storm to subside before pursuing the pirates.
By the time the storm had weakened, Sengoku finally gave the order for the Navy to advance and capture any surviving pirates.

Perhaps Shiki himself had survived, but without his fleet, regaining his former strength would be nearly impossible.
Jon understood why Sengoku had made the decision to hold back—it was the safer, more politically sound move. The Navy had secured a victory without suffering any major losses.
If they had followed his plan and charged into the storm, they might have caught Roger and Shiki, but there was also a high probability of losing many of their own ships in the process.
Ultimately, it was a matter of priorities. As the Fleet Admiral, Sengoku had chosen the option that minimized risk and maximized gains.
The Navy arrived with great momentum and left with a strong presence. No matter how one looked at it, their mission had yielded results.
The war between the Golden Lion's fleet and the Roger Pirates had already sent shockwaves throughout the New World.
But when the final outcome became clear, most onlookers found it utterly unbelievable.
Survivors confirmed that Roger's crew had lived through the battle, yet Shiki's fleet was nowhere to be found. Many concluded that the Roger Pirates had defeated the Golden Lion's entire fleet.
Those who hadn't witnessed the battle firsthand refused to believe it.
A single pirate ship had bested an entire fleet?

As doubts and rumors swirled, many pirate crews began to test the waters.

But now, things were different. Even if he had survived, his fleet had been shattered. He could no longer intimidate the rising powers of the New World.
